ある圧力を測定する医療機器[A]で，標準機器との適合試験を行いたいと思います。
以下に示しました英文に適合した試験を通らなくてはいけないのですが，適合比較試験における標準機と許容範囲について英語の表現で分からないところがあり質問させてください。
以下がある測定機器と標準機器の許容範囲に記された部分です。
The manufacture shall demonstrate, on the basis of design compliance testing as specified,
that the test [A] pressure meter, when compared to the reference pressure meter, meet the requirements as givin in Table 1.
The
requirements are met if not more than 5% of the paired differences
between the reference pressure meter reading and the test pressure
meter reading for each pressure range are greater than than tolerance
for that range in Table 1.
NOTE The tolerance given in Table 1
represent 1.96 times the standard deviation allowable for the paired
measurement, and so account for not only allowable error of the
pressure meter under teset but also unavoidable error associatede with
the reference pressure meter.

正直，素直に分かるところは最初の部分のTable 1に示す様に標準機器との許容差が+/-5mmHgであるところです。
第2センテンス以降の部分が分かりません。
今の自分の解釈では標準機器とのどの圧力でもの許容差が+/-5mmHgであるとの解釈しかできません。
例えば 標準機器で測定した圧力が8mmHg なら試験測定機器では3から13mmHg， 標準機器が18mmHgなら試験測定機器では13から23mmHgという解釈です。
第2センテンス以降の部分が分からないためどういったことが求められているのか解釈できずにおります。
まことに恥ずかしながらではございますがよろしくお願いします。
厚かましいことですが解釈文にわかりやすい例えをそえていただければ幸いです。
